Identity Governance (IG): Possibility to create Application definitions without defining an account or apermission collecter

In order to be able to prepare a new application collector, a customer has requested to be able to create Application definitions for Application Meta Data without having to define an account or a permission collector.

Identity Governance 3.6, released in Dec 2019, has the ability to create application definitions, including application attributes and metadata, without having to define an account or permission collector.
