NetIQ Sentinel: Expose important rotating file information from the file connector

The RotatingFile event currently only uses the message field (e.g. "Rotating file from smb://exchange/LogFiles/W3SVC1/u_ex110321.log to smb://exchange/LogFiles/W3SVC1/u_ex110322.log)

It should also populate the appropriate Target fields as well:

TargetData*
TargetNewResource*
TargetHost*

The name and ID of the event source whose file was rotated should also be logged accordingly.
