We would like the ability to prevent having the latest version of the Agent accessible BEFORE:
- All Primary Servers are successfully updated
- All Satellite Servers are successfully updated
- Have the ability to authorise "one off" deployments that fall outside the above

This follows the recommended / documented best practices for Agent Deployment.

Current behaviour allows for off site technicians to access the zenworks-setup site from the ZCC to download and install as soon as the update is downloaded / imported to the Zone.
