When applying a System Update, we want to be able to skip updating the agents.

Essentially we need a checkbox in ZCC to say "Upgrade Servers and Satellite only" - in reality, this translates to "Do not recreate the extractor packs".

Why?

Server updates are released so frequently that there is not time to apply the SU to all 20000 agents before the next SU is released. This leads to version creep, with the estate running all sorts of different versions. This is a management nightmare.

Need to upgrade the agents to our own schedule, not when we is forced to do so by a server/satellite upgrade.

By allowing an "Upgrade Servers and Satellite only" option, we can do this. When we are ready we can run a novell-zenworks-configure -c CreateExtractorPacks -Z and do so.

For example, we have standardised on 11.3.1 Agent. When we go to 11.3.2 on the server/satellite side, we will not upgrade the agents. The agents will next be upgraded when 11.4 is released. They will most likely stay on 11.4 whilst the servers are upgraded to 11.4.1, 11.4.2, etc.

This enhanced functionality will improve the whole upgrade experience.
