ZENworks Configuration Management: Provide a public catalog of ZCM applications

One missing option with ZCM 11, is the possibility to publish a catalog of applications that end-user could choose from a simple interface, web portal of the NALWIN.

It's important that none of these "public" application needs to be associated to be available to end-users.
