Currently the only way to manage these is moving them 'up'. When creating a new rule, the rule gets created at the end of the list. Since registration happens top down, and the new rule needs to be somewhere towards the top, you have to select every rule that it is going to be in front of and select "move up". This is ridiculous if you have hundreds of registration rules.
