We need the ability to either postpone assignments from being made until all content servers are synced (configurable)

or

We need the ability to set a schedule for pru kb bundles so that devices don't try to apply them prematurely and thow up errors

1. put a content satellite into the zone. Configure with night schedule only to avoid high bandwidth during the day (for example)
2. set up location rule for devices to pull content only from satellite
3. download pru, confirm it is synced to all pri and satellite
4. apply pru
