We need to be able to configure the mobile device email policy to enable device EAS Proxy access without also pushing email settings.
This is due to many newer android email apps requiring appconfig for configuration which can conflict with settings pushed through the classic email policy push

We also don't want email config message to be sent to users as they don't require this information as it's preconfigured for them and is both a possible security risk, and causes confusion
