When a ZEN server is installed the installation date is recorded in the database. When running ZDC, the verification expects to find all content referenced in the baseline file that matches, or is newer than the installation date. That means if you installed your ZEN server as v11.0, and have upgraded it in place to every version up to 2017 Update 2a, ZDC will throw errors for the thousands of files it thinks should exist on your server, even though they are for previous versions.
It would be better if you could supply a version number and only include content from the baseline file that match that criteria. Otherwise ZDC overwhelms you with errors and you can't easily tell if you really have a problem.
Sure, if you have a support contract you can submit your ZDC report in an SR and support will tell you if you're good to go or not. But that takes time. SEs probably have better things to do. And if you don't have a support contract you are stuck.

Enhancement 1063098 may give some comfort. It will at least provide the Zone & db version information in the ZDC report to easily identify the Zone version running against.
