If a win user profile is deleted due to crash or cleanup on multiuser PC's (as windows is poor at handling larger numbers of profilea) then any zen bundles that has once per user will NOT install again when the deleted user logs on again.
As I understand it the APPSTATE file for the give GUID keeps this info and recognizes the user and the "Once installed" status even if the windows user profile has been deleted.

This is of course a huge problem in delivereing a uniform experience and functionality to all users that may have their profile deleted. A reimage or APPSTATE file deletion will be either timeconsuming or affect all users respectively.

Could be apllied with a checkmark option "force if user profile is new" that would superceed the APPSTATE info - this way existing functioanlity is kept while adding this new feature.
