"Change Events" only apply to changed made via ZCC whereas Agent Events track those occurring at the agent level such as registering a new device.
When the device is then created in the database, but not via ZCC the Audit event is NOT generated. If a device is manually created from within ZCC, then the event audit is triggered.
Enable Audit event generation for new device-initiated registration events.

The events when devices that lose registration and re-register later, are not captured. Tracking this will allow to troubleshoot lost registration issues on the end-points related to particular primary server or network segment.
