Enable setting of Windows themes such as wallpaper, screensaver, colours, etc in a ZCM Policy.

Any necessary graphics images, sounds, icons could be uploaded to the policy and distributed.

This *can* be done via bundles, GPOs and other means, but a simpler built-in interface would improve the user experience.
