As of today, there is no option to re-order the locations configured at Device/Device Folder Level.
Adding a new location to the existing list of locations at Device/Device folder level adds the new location to the end of the list. If the Administrator has a requirement to have the newly added location to be the preferred location and then fall back to other locations in the list, the only option is,
1. Remove all existing locations from the list.
2. Add the new location.
3. Then, add the previously existed locations.

Hence, if 'Move Up' and 'Move Down' options are provided for the locations at Device/Device Folder level, it will help the Administrator to re-order the locations.( As of today, this feature is available only at Zone level).
