This has been assessed multiple times over the past many year and determined cannot be done without sacrificing the benefits of dynamic nature of NSS ACL model. There are no current plans to address this in the OES roadmap.
Quite right!
I know this is old but I'm very interested in more information on why this limit exists, seems a very logical use for nested groups and I was pretty surprised when I found it couldn't be done
