Micro Focus Open Enterprise Server: SMT should be usable at OES2018 (Check TID7023687)

SMT-Service is included in OES2018. But it does not run (Check TID7023687). Maybe because lack of a renewd API.
We do not use SUSE-Manager to maintain our OES-Hosts. We need the SMT for registering and maintaining the hosts.

It is small, simple and included. Get it running!

- MF SMT 1.0 supporting SLES12 SP4 was released in early Dec'19.

- Work in progress to add support for running it on SLES12 SP5, SLES15 SP2 and OES2018 SP2.
