When use the 'Users'/'Modify Users' NMAS-Tab and your browser has saved a password the password field is filled immediately. After this you can not leave this tab without fill the second password field or cancel the hole action.

Maybe you can change the internal name of the field so that the browser does not fil it automaticly.

Normally all people use the Universal Pwd. role but if you use modify users and click on the NMAS-Tab - you are trapped.
