iPrint is robust enough to server multiple sites and departments from a single iPrint instance (appliance or OES). However, the list of these printers can be confusing to users. It is possible to create custom lists but these are usually static and must be manually updated by the administrator.
There is an ad-hoc solution available: TTP iPrint Printer Lists. The iPrint team could implement similar functionality with much better engineering and interface elements.

Can't support this strongly enough. We took forever to get off Netware iPrint solely because there was a user submitted script that would create a dynamic list of printers for users.
We have the same problem that Users cannot find their printers in such a long list and we want users to get a list of printers relevant to them. Dynamically generates a list of printers similar to that found on the “/ipp” page, with links for installation and information which can be customized for users, groups, and containers.
It´s a shame for the very felicitous appliance. In small printer environments it´s an excellent solution but if you have to manage more than 10 or 20 printer it´s hard to find the right printer. A better solution is to have a dynamic printer list or categorized view.
If they could recreate the functionality that we had with the old Netware version, granted it was from a user contributed script (https://www.novell.com/coolsolutions/feature/575.html) that would be great.
We have new portal for iPrint as part of iPrint Appliance 3.0, Users/admins can filter the list of printers based on location/ driver/ printer type etc..
Admin can share the url of the page after filtering the list of printers and share it to the users. When users open the link, they will see the filtered set of printers.
Let us know if it solves the problem.
Will it be on OES Servers also available ? that whould be great too.
The iPrint Portal is planned to be part of iPrint for OES 2018.
The filtering added in iPrint Appliance 3 is helpful but not as helpful as the default /iPrint.appliance.org/ipp webpage automatically dynamically filtering would be. From what I've seen in 4.0 the user still needs to login to see the filtered list. This should be using SSO so they never have to see a login for iPrint.
