ZCM primaries can be configured to support an alternate ip address, so this allows them to have a public ip address and make them visible via that address. A satellite does NOT have this capability, but it needs to have it. I have an excellent use case for this. I have a school that is a career and technical center with satellite programs that reside inside another school district. They purchase the equipment, maintain patches (using ZPM) and do remote support. They also need to be able to remotely image workstations. Ideally, we don't want to do this over a vpn. We have an SSL connection between satellites and primaries, but we can't remote control the satellite because it registers the workstations private NAT'd address, not the public address that needs to be used to get to it.
