New to groupwise so I don't have the historical context.

I am not for sure I understand why Contacts are not accessible via proxy. Contacts should be part of the ACL just like appointments, mail, etc.

If my VP 100% trusts his/her assistant, the VP should be able to allow access to contacts in the Proxy ACL list. Otherwise the assistant has to proxy to manage the calendar and mail of the VP but the VP must share his/her contact database so it can be managed by the assistant.

Also, this allows for central management of shared contact databases to be associated with a PO Resource owner rather than individual users. You could then give Proxy access to a "sub-admin" to PO Resource owner to manage the Contacts.
