Micro Focus Filr: Improved error handling for OES Directory Quotas

Improve the error message displayed when a user with an OES Directory Quota runs out of space. Right now Filr just displays an error when the user runs out of space. The preferred method would be for Filr to tell the user they are out of space when uploading a file.

If possible I would add also that near net folder are visible quota and occupation so internal user have idea of quantity of data can be uploaded.
