As a network administrator I need to be able to throttle the bandwidth usage of Filr, particularly across wan links so that File sharing by users does not bring the network to its knees.

As a company employee using Filr I want to be able to upload and download files without having the IT team shutting down my rights or limiting the times I can move files. I would like the best speed possible, but also need education from IT about the network bandwidth issues and that I may need to be patient for large file moves.
