Micro Focus Filr: Disable "comments" on files

Implement a interface that the admin can turn on or off the comments on files

This is especially necessary in Florida government and education where the Sunshine Law requires that public officials only communicate in public. As comments on files can facilitate communication between these parties, Filr cannot be deployed to Florida public officials -- NetStorage would currently be required instead. This is a real-world scenario, and we have reported it to Micro Focus via several channels.
