Micro Focus Filr: Only show download link for desktop sync app if user has permission to sync

I want to deploy the Filr Desktop app to just a subset of users. But the download link shows up for all users regardless of whether they are permitted to do Desktop sync or not. If the user does not have permission to sync, you shouldn't show the link.

I'd like to add the administration option of disabling the "Click the username menu to download the Filr Desktop Application" banner.
I can always instruct my users on downloading the app.
