Micro Focus Filr: The time-zone set during install should carry through as the default time zone for users

When setting up the LDAP import it is easy to forget setting the default time-zone before doing a sync. Since I already set the time-zone for Filr during the appliance install, why not default to that?

I've ran into this a few times, and I guess a lot of others did so. Using the system default time zone for LDAP would make a lot of sense.
