Micro Focus Filr: Keep external users but allow for deletions of LDAP users

Allow for external users but enable deletion of LDAP users when they are no longer in the LDAP source. Currently if LDAP user deletion is enabled when filr syncs with the LDAP source it will delete all external users.

Hi Jeremy,

I think this was a bug we fixed long back.

Can you confirm if you are able to see this on latest version of Filr?
