Allow the admin to the a default timeout for a share (at the moment the default is fixed as never expires).

    Here is how were are thinking of implementing this idea:

    - A GUI interface in Filr administration page(placement TBD - Under Shares or Share and Comment Settings) for Filr administrator to set the default number of days for share expiry
    - The range for default expiry setting MUST BE between 1 and 365 days
    - When a Filr user share a file/folder, the share expiry should default to "days" and Administrator defined default expiry number of days should be pre-populated
    - Any change made to this by Filr administrator is applicable only to the file(s)/folder(s) shared/reshared post the change by Administrator and thus doesn't change the expiry date of existing shares
    - The "NEVER" setting SHOULD NOT be an option for the Filr user in share expiry setting
    - Allow Administrator to make the default value as the maximum value thereby preventing users from setting number of days beyond the configured value (Optional)
    - A Filr user should be able modify the default value of number of days when sharing a file/folder

    We have got main part of this implemented and released as part of Filr 3.4 (which was released few hours back)
