Currently a workflow can allow for user attaching a file and passing it through the workflow, what we would like is the ability for the workflow itself to have files embedded in the workflow states so they can be viewed/downloaded at specific states.

The reason is to provide questionnaires which provide files depending on answers, and to only have the workflow as the location to access those files.
