Currently the heavy lifting of integrating Vibe with the GroupWise Windows client is done by the Windows client. When the GroupWise POA is queried via SOAP it will show a Vibe folder as existing on the user's account, but it is empty -- just a stub that the Windows client hangs off.
As we have reached "peak Windows", it is expected that use of the Windows client will decrease over time and the use of other means of accessing GroupWise will increase. That means that the functional use of seeing Vibe from within the GroupWise will also decline.
In order to salvage this functionality, the connection between the two should be handled at the server level (i.e. the POA) so that WebAccess and other GroupWise SOAP clients can access Vibe via the folder presented in GroupWise.
