We have had more than one occurrence where a user wanted to delete an entry and instead deleted a very important folder and thought it wise to check the "Purge now" checkbox.

In order to reduce risk and consumption of help desk resources, I would like as administrator, to have the option of removing the right (or the other way around, the right should be explicitly allowed) to purge from non admin users.

Trash management would be done by admin manually or through an administration console rule like "Empty trash items older than ___ days."
