As it stands, Frequent Contacts is a mess. It remembers mistakes and it remembers local addresses. I can understand remembering mistakes but why bother remembering addresses that appear in the GroupWise system address book? There is no point to it.
If the address is local, it's centrally administered and if a user wants to make a PERSONAL address book entry from one, that should be OK but FC should not do this.

won't turning off saving of internal addresses disrupt the frequency learning for autofill?
Unless I am misunderstanding the request this is resolved in 2014 or later. You have the ability at the admin level and the end user level to remove internal address from being saved to frequent contacts.
