Micro Focus GroupWise: Add Sender to Junk/Block list when dragging an email to Junk Mail folder

As a GroupWise user I want the sender of an email to be added to my block list when I drag an email to the Junk Mail Folder so that I can manage junk mail more efficiently

1- Should Prompt for block sender or block domain
2- Should only apply to email received from external source

This also is a necessary function that is needed on the webaccess portal as well. This is how the desktop feature works.
