If the recommended number of users or devices per GMS server is exceeded (see https://www.novell.com/documentation/groupwise18/gwmob18_guide_install/data/inst_req_number_devices.html) then additional GMS Servers will be required to share the load.
At present there is no simple way of doing this. It is true that users can be divided in to arbitrary groups (by department, PO, Domain, VIP status, etc) but this requires manual ongoing maintenance due to the normal ebb and flow of staff joining and leaving and becomes more complex with company takeovers, mergers and demergers.
GMS should scale as a single service rather than a collection of discrete servers.
