I sometimes as a user get emails that are NOT caught by the automatic filters that are in place. I wish I could somehow flag these so that my administrator could see them so that if multiple of these are getting through, the administrator could filter them out.

What product is this abaout? Groupwise does not contain any "automatic filters" of any kind. This is a question/suggestion you should take up with your antispam tool/provider, though really, this is standard functionality for all of them I know.
