In Outlook, CTRL-Enter is a quick option for clicking the Send button.
This also works in the Outlook Web Access too.

I suppose your idea should better ask for the ability to chnage the prdefined keyboard shortcuts in general. In Groupwwise, the skeyboard shortcut to send is "Alt-S", and the real problem is that they aren't configurable.
That works to!
Isn't this currently "Alt-D" in the Client?
Although does not work in the Webmail form
