Micro Focus GroupWise: Improved user experience recreating a user with an existing FID

Referring to the procedure in TID 7014868 "How to create a user with a specific FID in GroupWise 2014" (https://support.microfocus.com/kb/doc.php?id=7014868) Step 3 requires that GroupWise be restarted. This is disruptive.

It would be a better user experience if the procedure could be done without restarting GroupWise or - even better - have the entire procedure incorporated in to the GWAdmin UI rather than using the command line.
