For distribution lists with large quantity of recipients, it makes sense to make the members BCC participation, to keep a reply-all storm from happening. The enhancement would be to add a "default participation type" to the distribution list, so that adding anyone new to the list would automatically assign the desired participation type.

This is mostly nice in the delegated administration model - the end user managing the list wouldn't have to be concerned with which type of participation to convert to. Sure, I just added 262 people to a list, but with the GroupWise Administration Console, I can click the "Select All" column heading and convert everyone's participation. But in the delegated model, I don't think it's that easy.

This would also be a nice feature for the idea of self-subscribe / unsubscribe distribution lists (Public Folders) (Idea 1402)
