Micro Focus GroupWise: HTML format bar at top

GW 8 has the HTML, text format bar at the top of the text composition window. GW 2014 changed it to the bottom, though I don't quite understand the rationale for this.

I would like to see an option to have the HTML, text format bar/buttons at the top of the composition window, to include the file attachment feature.

Moving the Format bar to the top, or allow it to be configurable.
