Micro Focus GroupWise: Enable administration service to use certs from an external PKI

At the moment the GroupWise administration service is based on its own PKI infrastrukture. Agents are able to use certs from the GroupWise PKI and also from an external PKI. Please enable GroupWise to use certs from an external PKI not only for the agents but also for administration service.
