When the user is de-activated the admin should get an option to redirect the mail to another GW account plus a admin defined message if required being replied to the sender.

I agree on this, though this is possible with a workaround i'd think: Nickname on the redirected user + that user create a rule which sends the auto-reply if mail is received, sent to nickname. I do totally agree this should be possible in the way you describe.
