Creating a new role in userapp has limited set up facilities, only: ID, Displayname, Description, Role Level, Role Sup Container, Categories, Owners are selectable. If you created these, as a second step you must go to modify the same role to be able to set up the rest of the role configuration such as role Relationships, Resources, Select Approval, make Assignments, Request Status.
If an application owner has to create his own role, it is not Logical to create a role and then to modify the role to reach the second half of the configuration which belongs to the role creation.
