More info about the issue: Currently we have user, permission, role, recipient, requester attributes etc available in request. we do not have any other user attribute like email, cn etc to distinguish user, if there are mutliple users with the same display name.

Environment: IG PROD & Stage

Additional Information: There were 2 users with same display name. Fulfillment team was unable to find out whom to provision access.
