Coverage maps are super useful, and hard to get your head around at first (and still later!). Right now they can only be used in a few places.
What I would suggest is to expose an ECMA function in any context we can use ECMA, like:
evaluateCoverageMap(CoverageMapName,inputData)
and return the output the Coverage map selects.
Of course there are all sorts of possible complexities in doing that, just an example.
This way, in a Fulfillment ECMA perhaps, could use a Coverage Map to calculate data to send to fulfillment.
Or on an import of users, use the Coverage Map to set some value on the user, based on multiple conditions. This allows us to use existing data, and functionality in more useful fashions.
