Currently, the mandatory Fulfillment Instructions for Review Items with "Modify" decisions are not visible until after the Decision has been submitted. There is no way to Modify these instructions unless you Undo the decision.

We would like to be able to modify Fulfillment Instructions without having to Undo and re-enter a Modify decision. We would like to be able to do this before the Modify decision is submitted.

We need to acknowledge that critical Fulfillment Instructions may need to be entered after the Modify decision is made, but before it is submitted. This change should not have to be made by undoing the decision, then re-entering it. It is reasonable to think that a Reviewer may not enter this important information if she has to go to the trouble of undoing the decision, the re-entering it along with all of the Fulfillment Instruction text.
