SSPR like configuration for OSP / Identity Application SSPR, and Identity Governance.

Where a bootstrap admin can access the configuration until it is ready to be locked down. Where OSP could be bypassed and an administrator could configure OSP as long as tomcat is listening on the given initial port. Once the configuration is locked down OSP couldn't be bypassed.

Central look and feel with configuration of the various IAM applications. If a locked down situation happens, a way to enable the bootstrap admin, similar to SSPR.

With cloud and on prem solutions, we need the look and feel easy to use, quick to get to, one place to change and well documented what each parameter does and and example parameter value.

It also needs to allow for OSP custom apps to be configured such as for the CX framework to tie in. Would prefer for a custom dev admin page where a custom SDK or CX architecture could have config settings.
