Working with multistage reviews the need for filtering last stage of a review on the previous stage decision.
Showing for example only the items with remove decisions on the last stage of a review and keeping the decision keep on all other review items.
This would give the option to do a stakeholder consultation for decision to remove permissions.

We'd also like the reverse case, where only Keep decisions are forwarded on (IE if in a self review, a user determines they no longer need the access, no longer necessary to consult the manager, but if they select "keep" we want the manager to also verify the access is required).
