Add Actions (Decisions) as an option to the Group by Function drop-down window. This will allow Actions which have been entered, but not submitted, to appear together on the Review Items Page and will make it easier for users to process these decisions. Reviewers with many Items over many pages, with Decisions over many pages as well, should be able to gather these Decided but not submitted items in the same place.
