Identity Governance (IG): Multiple locale for IdM permissions

In IdM it is possible to have multiple locale of en entitlement/resource, when collected by IG, this is limited to only one.

The request is to make it possible for the Identity Manager AE Permission collector to import all relevant locale of a permission

I'd like to see locale strings in general. If someone imports an attribute with a localized string, we should be able to tell IG that the attribute is a localized string, and the result shold be that the value displayed in IG is localized.
