New role would need to be able to be applied at the review definition level. It would grant the users entered the ability to see the overall status of the review, look at all the review items but not submit decisions. They should also have the ability to change reviewers on any review items in that review as well as nudge reviewers in the review.

We run our reviews by location and assign a "Coordinator" at each location who is there to oversee the review and to drive the review towards completion. This means they need to be able to see the review items and potentially nudge reviewers that have not completed or reassign review items if a review is on extended leave to another reviewer. The workaround we have for this now is to edit the review after generation ad assign the "Coordinator" as a review owner which gives them this access but it also gives them other access we do not desire like the ability to change the end time and complete/approve the review.
