Identity Governance (IG): Possibility to setup delegation on behalf of others

In the current version it is possible for an administrator to setup delegation for others.

It is requested to be possible to set a policy that allows certain users to setup delegation on behalf of other users e.g. a manager to setup delegation on behalf of their direct reports.

Delegation should be included for Access Request Approvers.
