As today as I understand it, unmapped accounts can only be mapped/linked trough a collection process.
A function to map unmapped accounts inside IG instead trough a collection process has been asked from customers.
This more a manual process rather than automatically have it collected.
For instance a lot of service accounts needs to have a owner or linked account to be able to do a review on.

Another use case is, that some systems are limited in the amount of attributes and that the key attribut like the ID have to be unique. In those systems it will not be possible to have to user accounts with the same matching attribute
My comment about not being able to have two user account with the same matching attribute is related to being able to have the manually mapped account not to show up in an unmapped account review
There seems to be a fundamental issue in the design of Unmapped User Review. The reason users do not match is because the users do not match in the data. The data source administrators often will NOT change their data to match.
So expecting them to do so, as a review action is not going to happen in many cases.
But we need to manage them properly in IDG. Thus we need a way to manage these users, who we can identify manually, but not through data matching.
